Security Reference for Cloud Services Targeted for Local Governments
This security reference is based on an examination of the degree to which the Microsoft cloud services “Microsoft Azure” and “Office 365” meet the four guidelines which can be thought to be most relevant to local governments.
What is the cloud service security reference for local governments?
Cloud services are rapidly gaining in popularity over the last few years, and such services are now being utilized by large, medium, and small enterprises in a range of business situations. Local governments, too, are increasingly moving over to the cloud, thanks to the diffusion and promotion of the “Local government cloud” by the national government, and in order to reduce costs and standardize administrative tasks. However, since the use of a public cloud entails legal risks regarding the location of data centers, and a potential inability to handle on-site inspections by the regulatory authorities, it remains the case that cloud usage is less widespread than that among private companies.
Given this situation, and aiming to promote the use of cloud services among local governments, we have verified the degree to which particular cloud services meet the following four guidelines, which can be thought to be the most relevant to local governments, and organized the results into what we have called “The security reference for cloud services for local governments.”

This “Security reference for ‘Microsoft Azure’ for local governments” which we are now releasing is the result of research based on a scenario in which staff of local governments and others used the “Microsoft Azure” cloud service offered by Microsoft Japan. The research was carried out by Mitsubishi Research Institute, Inc. and by Japan Business Systems, Inc.
